What is an invitation?
An invitation is an official document registered by the Office of Citizenship and Migration (OCM) and serves as the basis for obtaining a visa or residence permit. Only a legal employer registered in Latvia can issue an invitation.

Documents needed to issue an invitation
1) Employer’s application for invitation (electronically via the PMLP portal or in person).
2) Draft employment contract with the foreign worker.
3) A copy of the alien’s passport.
4) Copy of the vacancy notice from the National Employment Agency (NVA) – required for certain professions.
5) Copies of the company’s registration documents (if the company is applying for the first time).
6) Information about the employee’s place of residence in Latvia.
7) A document showing that pay is in line with industry averages (see the law).
On what basis is the invitation issued?
The basis for the invitation is a draft employment contract and, if necessary, proof that the vacancy has been published in the PES. It must be ensured that the vacancy complies with the law and is not prohibited for the employment of foreign nationals.
Cost of issuing the invitation
From 2025, the fee for registering an invitation for employment purposes is €112, regardless of whether the invitation is for a work visa (type D) or a residence permit. Higher fees apply for urgent processing.

– The invitation is valid for 60 days from the date of registration.
– During this period, the employee must submit documents for a visa or residence permit.
– The employer is responsible for the accuracy of the data provided.
– Once you have arrived and obtained your residence permit, you must sign a work contract and comply with Latvian labour law.
