HR Line EU has entered into a strategic partnership with one of Uzbekistan’s leading IT integrators — UZINFOCOM Europe. The memorandum, signed in Riga, paves the way for joint digitalization projects, participation in EU tenders, grant applications, and the promotion of IT outsourcing services. This collaboration strengthens HR Line EU’s position as a vital bridge between Europe and Central Asia in the field of technology and innovation.
On May 6, 2025, a memorandum of cooperation was signed in Riga between HR Line EU and UZINFOCOM Europe — the European subsidiary of Uzbekistan’s key IT integrator. This step marks the beginning of a strategic partnership aimed at expanding UZINFOCOM’s presence in the European market and jointly implementing projects in digital transformation and information technology.
UZINFOCOM is a central enterprise in Uzbekistan’s ICT sector, established in 2002. It acts as the unified state IT systems integrator and operates under the Ministry of Digital Technologies of the Republic of Uzbekistan. Among its major achievements:
- Development and maintenance of the Unified Portal of Electronic Government Services (my.gov.uz), which provides access to over 500 digital services.
- Administration of the national top-level domain .UZ and implementation of DNSSEC technology for enhanced cybersecurity.
- Execution of biometric identification projects such as MyID Vision and MyID Palm, used in banking and public transport.
- Development of the Xinux open-source operating system (based on the Linux kernel) for public institutions.
- Creation of educational platforms such as ZiyoNet and participation in international digitalization projects.
The signed memorandum outlines key areas of cooperation:
- Participation in European tenders: joint identification and submission of proposals for IT and digitalization projects across EU countries.
- Attracting funding and grants: preparing and applying for funding from European programs such as Horizon Europe, Interreg, and others.
- Promotion of IT outsourcing: representing UZINFOCOM’s IT experts to European businesses, organizing B2B meetings, and participating in industry events to grow the client base.
The primary goal of this partnership is to foster UZINFOCOM’s integration into the European digital space, expand its presence in the EU market, and implement joint projects that advance digital transformation in both Uzbekistan and Europe.
