Insurance requirements
Any foreign citizen staying in Latvia on a visa, residence permit or other residence document must have a valid health insurance policy for the entire period of stay. This requirement is stipulated both in Latvian laws and regulations and in international treaties (Schengen Agreement, etc.). The insurance must cover the costs of emergency medical care, hospitalisation and, often, repatriation.
Why it’s important.
– Protection for foreigners: medical services in Latvia for foreigners are paid for, and without insurance the costs can be considerable.
– Compliance with the law: without valid insurance you will not be able to obtain or renew a visa or residence permit.
– National security: insurance controls help protect the health care system from losses.
Administrative responsibility: a real-life example
In July 2025, a decision was made to impose a €15 fine for staying in Latvia without a valid health insurance policy.
Excerpts from the judgement:
“The person stayed in the Republic of Latvia without a valid health insurance policy…”.
“Penalty – 3 penalty units or 15.00 euros”.
This is the minimum penalty, but in the case of repeated or more serious offences, the penalty may be higher and may also result in the refusal to renew your residence permit.
How should I take out insurance?
– Protection for the entire period of stay – no ‘gaps’ between policies.
– The minimum sum insured is at least €43,000 (minimum €30,000 for Schengen visa).
– Recognised insurer – choose only insurance companies recognised in Latvia.
How can I avoid a fine?
1) Check and renew your policy in a timely manner.
2) Keep the original and a copy of the policy.
3) Check the requirements for your residency status.
